I own a KUKA KR-210 l-150 robot (KRC2) and I'm wondering what is the range of the speeds that I can use with this robot model. Is it a percentage speed (from 0 to 100%)? or what?

You can set the speed in mm/s for KUKA controllers (KRC2 and KRC4):

In any case, the behavior of this instruction can be customized in a post processor.
